Scaling AP Scaling MR MR(flat) CDR
Quints- AP Attack Speed Armor pen AD
Are these all of the essential runes I need or, are there a few more that I should consider buying?
Dont just go with the "pro-approved" sets. Different champs can use different runes in different ways. Those are the basic one-size-fits-all runes though, yes.

Attack Speed
Armor pen Movement Speed

Almost no one use Armor pen Quints because Armor pen Marks + Flat AD Quints give more bang for your buck.
