HI just curious, when will the preseason start? I know season 5 will start in Nov 11 but don't know when preseason will start. Also, WHEN will the season awards be awarded? For example, when and how will we get the victorious morgana skin if we got to gold level or higher? If we don't have morgana but we are gold level or higher, do we not get the skin as a result?

Season 5 doesn't start November 11th. Season 4 ENDS on November 11th. Preseason starts generally as soon as the season ends, and will last a few months until Riot works out the kinks of all the changes.
Season awards get awarded when the season ends. Sometimes it takes a few days or weeks. Depends on how Riot's cardboard servers feel like working at the time.
If you don't own the champion getting the Victorious skin, you get the champion AND the skin.
