I have done everything you could possibly do. Everything Riot support states to do. Reinstalled hte client. Everything. And I still keep getting did not recieve response from server. Every other game works besides this one. Can someone please give me some help? I'm running an Ethernet connection through Time Warner Cable in New York.

Sorry but "everything" isn't good enough description for people to help you troubleshoot. You need to be very specific on what you've tried. Firewall, port forwarding, running as admin, launching with the lol.launcher.admin, etc.

Everything riot support spoke of on both their trouble shoot pages I have done.
