Riot how to get people to level up their own accounts

Im pretty sure players buy accounts because of how ridiculous the leveling is in this game.. Without boosts it takes 19.5 games to level up one time from 25-26. By that rate you will be level 30 by some time season 7.

it takes 300 games to level up.

i think they also do it to get accounts with low mmr so they can roflstomp noobs
