Yes that is correct.
Harrowing, Snowdown, Lunar Reveal, and every other single Holiday event in League of Legends, WILL NO LONGER take part during their specific holidays in real life.
That means Snowdown can happen during the summer and Lunar Reveal during Halloween and The harrowing during Saint patricks day.
