That usually how it is for champions with fewer skins. Take Vi and Zyra harrowing skins that still are available to buy because it was their first skin.

I think the only one it didn't apply to was Elise since her first skins (after launch) was the Victorious skin. It makes sense in the fact that usually it takes years for a champion to get another skins especially after launch. So it would suck to have them lock it in the vault for a new champion with such few skins!
