So when will something be done about Smurfing

So I just found out after a rather painful game of ranked that the enemy team was stupidly stacked with Plat+ smurfs. For the record I'm only Silver III and in no way claim to be any decent at the game but when you and 4 other people who are around bronze or silver maybe bordering on gold get placed against a 2 plat smurfs and 3 other people it seems completely unfair. Smurfing is a really rude way to ruin someones day, I understand that some of the older players might want to play with a friend who just started playing but the primary reason for playing a smurf isn't to play with newer friends its to crush the low ranked players. And then you wonder why the game is so frustrating and toxic not to mention why some decentish players are actually stuck in Silver, it's not that they are bad it's simply because all these higher ranked players are playing on low ranked accounts just to make you feel bad.

And before anyone says things like GET GOOD YA SCROOB! or Maybe you should L2P, no you can't just learn how to play against Plat+ players on the fly, the only way you can rank up is if you gradually get better, there is no way you can play like a plat player when you haven't even broken out of silver yet, unless you get like pro player training which no one does for free.
