Rylias changes
Where do people find the purposed changes to Rylias? I don't see anything about it.

Discussed by Meddler in some post. I forgot where exactly.
For all those coming in without knowing, Meddler stated that some ideas that were being thrown around included removing the health from in and replacing it with CDR and mana. Basically, to turn it from a battle mage item (it's original purpose) into a burst mage item.
"Take away the slow! Me playing Darius can't walk up to a ranged mage and kill them!"
But then how will we peel if we don't have any hard cc?
"It's a team game! Your team will peel for you! It also makes you super tanky!!"
But even with a 
I can still get oneshotted by any assassin
"Still OP!!"
