You could try contacting Riot Support. Assuming you haven't previously requested it, they will occasionally give up to ~4RP if you need it to make a purchase.

Yes. you can purchase riot points in the in game store for as low as $5

If you draw them something, even something crappy in MS Paint, they're very likely to give you enough RP to make the sale.
