So I just moved to germany, and I don't know if I should switch servers or not. If I do switch servers I wont be able to play with my friends anymore, but If I keep my account in NA I will have to play with really bad ping.

Well you have three options.
Say fuck your friends for good ping and ability to play whatever champions you want.
Stick with your friends and play champions with few skill shots so you can deal with the ping.
Make a second account so you can do both.
Just get a second account and whenever your friends are online play NA, whenever they aren't play on the other server
