Leaver buster?

ever since the move to Chicago, i have been experiencing game play problems including higher ping, lag and even disconnection issues, recently, i played a game and was disconnected, of course as always i do my best to reconnect as soon as possible, which i did, and i ended up playing through the full game, at the end of it though, it told me that i afk'd in too many games and will be in lower priority queue (20min wait) for the next few games, i never want to leave a game intentionally, but have in the past and it seems the timer hasn't reset, but that's not why I'm posting this, i want to know why i got this penalty in the first place... i reconnected and played it through

Also whats the number of games needed before the timer resets, cause I'm sure its been at the least a month since i first got penalized and I really don't want my account to get suspended
