Or do Low Elo Lee Sins do nothing but feed...

  I know that many higher elo people carry games and stuff with him and do amazing plays, but in low elo and normals he just... feeds, and feeds, and feeds and...

I am getting to the point where I will not play a game if I see a Lee Sin on my team. I can't tell how many games I have had one and he did nothing but go 0/8/0, only getting a kill by KS in a teamfight. And their scores always look the same. Many times I was bot, I am winning my lane, things are going well... then Lee Sin comes in and gives a couple of kills to the enemy. All my work at denying cs is gone because they just got 30+cs worth of gold; so personally... I hate low elo Lee Sins.

i only hate low elo lee sin when he's on my team.

if he's on the enemy team he is usually a joy to play against!

I once killed the enemy lee sin as a support nautilus at around the 30 min mark. I was pushing with a baron empowered wave and he decided to stop me. I kept him locked down with my Passive, Q, R, and let the minions do the work. I am betting he was not having a good day.
