I feel like chromas will add visual clutter to the game. I'm not sure how to explain this though.

They were moving away from simplyerecolour skins that they released when the game was still in its early years, and releasing quality skins. Now they're taking two steps back?

Personally I would only buy a chroma if I absolutely loved that particular colour/champ. I also only buy skins these days that have particle changes, so chromas aren't particularly interesting to me. It's also kind of insulting to charge RP for a different colour of a skin we've already purchased. Dragon Fist Lee Sin: Okay, buy this 975 RP skin, and then pay 590 RP so you can have it blue too! I DO understand that they're releasing them for RP to start off with, but I sincerely hope they have ways to purchase them with IP, or by unlocking with champion mastery.
