Low Priority Queue

Not being able to do anything while inside low priority queue is complete crap. Why? Why can't I go look at my profile or anything else. I mean, I can just alt+tab to go find something else to do, so why can't I access anything in the game?

P.S. I'm not the low priority queue guy, it's a friend. Whom got banned for his computer crashing and force starting updates.
