Is this possible?
Since the league of legends NA servers are located in california I believe, would it be possible to download a vpn and set my location to somewhere in the USA close to california and would that make my ping lower or no?

Ping is more or less how long it takes for your computer to talk to another computer. In a perfect world, the number would be almost exclusively decided by how far you are from the server your trying to talk to. As it is, I'd guess about 90% of your ping is based on distance from the server.
VPN software is used to connect you to another network. The only way VPN software should be able to improve your ping is if you happen to bypass a bottleneck in the internet somewhere.
