Dealing with the most toxic player I've ever had

I played a game with a summoner I will call Bob (can't post real name or this post will get deleted.) Bob picked Azir in bronze elo, which probably means he's going to do really badly because Azir isn't that strong anymore anyways, but the team didn't say anything about him picking it. However when Bob started doing really badly, the Lucian on our team got a little mad at him but nothing awful, just telling him to stop feeding. The rest of our team defended him however and told Lucian to stop picking on him. THE WHOLE REST OF THE TEAM STOOD UP FOR HIM. Bob however said that if Lucian said one more thing he would start feeding (this is about 15 min mark.) Lucian of course said one more thing, so for the rest of the 50 MINUTE GAME, Bob kept feeding. Switched from his real Azir build to all boots and kept repeatedly feeding. I begged him to stop, but he said "screw riot nothing will happen to me." I kept asking him why he was doing this, because I didn't understand why he would ruin a game for three players who had defended him just to get back at one who honestly wasn't being that mean. He didn't care though and kept feeding, and though we managed to hang on for another 30 mins almost, we couldn't get past both his feeding and a 4v5. I even begged him to just stay in base and stop feeding and he wouldn't. After the game I think everyone on our team and the other reported him because it was obvious what he was doing. I even sent in a support ticket because nobody else should ever have to play with someone like that, but I just got an automated response back. However when I checked out his profile again, I see that he's been playing tons of games since then and nothing has happened. I know the Tribunal is down, so does that mean he really can get away with it? I know it's just one game, but from what Riot has said being that toxic in one game should be enough. He was so bad and ruined it for us all. Even the other team didn't have fun. Is this just a slow response, or does nothing happen without the Tribunal?

Not to downplay the issue or anything, but anybody can check your match history to get the names. It's still possible to get deleted for "Name & Shame", however unlikely.

On the real topic at hand; fuck them. Ignore them, mute them, enjoy your game and don't let them win by getting you upset. It takes multiple reports over time to get punished, so just contribute to their reports and don't respond to them (especially in a manner that may get you reported in return).

you win some you lose some. Just move on to the next game, nothing you can do can change what already happened.

okay so toxic players are actually not that that would go under continual feeding on porpoise (idk if i spelled the right word) or helping the enemy team... toxic is a person who is "salty" but also uses curse words more than a drunken sailor and directed at the team or a person and makes them feel bad for nothing
