Serious question

Does riots balancing team or champ design team play this game? Sure they nerf the major fires like tank ekko and stuff, but what about the smaller ones like yasuo, he isn't even op everyone just hates him, its gotten to a point where I don't think its possible to balance this game, I think when you get to a certain point your skill doesn't matter and its just about the champs and or your comp. This game is actually evil it ruins friendships and steals your souls.
