Is it just me or does a report seem like it does nothing in this game.. like at all.

While it does feel like that at times, you have got to keep in mind that there are 60+ million that play this game world wide. Considering to many of that are toxic and/or just plain trolls it takes quite a few reports before any action is taken against the reported user. But just look at the Red tracker and you see some satisfying results.
It works. If you hang around General Discussion or Help & Support you'll see tons of people posting in there about their "unfair bans." If you look at the Red Tracker you'll also see Lyte or WookieCookie post occasionally, usually it's in response to one of those threads. Reports don't work immediately, it takes a few hours or a day to process. You also get a weighting on your reports, so if you are accurate with your reports you get a higher score than people who are not accurate at reporting. Descriptions in the report also make them more valuable, especially when it isn't verbal abuse that you are reporting them for.

We're still using them! Players who are consistently creating a poor experience for others will still see punishments being instated on their account. Our more recent manual audits are also helping to address players who are particularly egregious much sooner than before.
The reason a lone report perhaps doesn't feel like it's making an impact is because it takes a decent number of reports over a good number of games to get to a point where we'd intervene. Your report alone isn't going to get someone in trouble! This is because we understand everyone has a bad day once in a while and we don't want to punish anyone who has had just one off-day but has otherwise been well-behaved in their other 2000+ games.
