However playing someone like

Absolutely not. Any champion can technically carry a game (although some are better at it). Nasus is one champion that can absolutely carry a game if you farm up his Q enough
what he probably means is that it's way easier to carry a game with a snowballing champion like , since you can take on anybody when ahead and nobody can really stop you unless they send their whole team. champions like or 
can carry late game, but you won't have any impact on the early game since you need to scale, so if all lanes lose except you, a nasus farming top won't do anything.
