Is there a way to get in contact with a player not in your friends list?

There is a specific challenger tier player who I would like to ask about why he/she builds the way they do the majority of the time if they wouldn't mind to share. Even potentially willing to pay for their time if need be should they be willing to set aside an hour discussing the champion with me. Their name is N For New York. If anyone knows the guy/girl or knows a way to message them, that'd be awesome!
