smurfing because of banned accounts

what is the percentage of smurfs playing in league of legends, i have 2 banned accounts, im a lvl 8 now, and ive come across only a few actual new people who dont know how to play, also, i think rito should seperate lvl 10 and above because of the smite jungling ability, its unfair to have enemy have a jg for lower level newbies
