Riot please make people have to have atleast 20 wins with a champion to play it ranked

How would you deal with people with pbe access?
I don't use PBE nor understand how it works but generally should work the same You need to play a certain % of normals ( if ranked is only game mode on PBE then there is something wrong ) in order to bring a new champ into a ranked game
Too many people are just buying a champion cause "Oh that looks broken or Oh that looks easy!" and then bringing the team down due to stupidity ranked isn't a mode for people to learn how to play a champion its a mode for you to better yourself at the game and compete competitively
