Can we make "Refusing to Surrender" a reportable Option?

So ..

last Match Ryze failed to connect (got to 50%) and we couldnt remake cause the System said he Connected but left (which doesnt make sense, since he himself said he wasnt connected at all).

8min into the Match: Ashe left the game

15min into the Match: Sej (me) attempting a Surrender Vote

Ofc it got blocked by Kayn and Lucian who were like "we can win this" .. sure we can with no towers left.

Also Lucian was like "you dont need Minions as Support" .. 2 Gold every 10sec @ 15min should be enough right? I mean the only thing of the recommended list as "Early Items" you could buy would be Boots and you would be completly useless, but hey thats all you need as Support.

Around 22min into the Match Ryze "reconnected" and asked why we didnt Remake ..

Match was basically lost @ 3min into it. Was forced to play another 27min -.-
