Has Riot ever made a fan/community skin,champ, etc.

I ask this because I have seen some cool ideas. On the boards occasionally there will be really great skin ideas where someone took the time to try and capture how the skin would look from every angle. There are really interesting champ ideas, most horrible imbalanced but still, hard to have a new champ that is perfectly balanced. There are also typically really great ideas from mains of Champions, giving voice to what they think should be done to their champ to pull them out of the dirt.

I realize that Riot is a large company and can't canter to its audiences every whim but still it seems like the community thoughts fall on deaf ears sometimes.

Surprise Party Fiddlesticks was largely driven by community demand way back when. I think that was the first instance of that, but there have been others. I think Gentleman Cho was also a community concept, though I may not quite remember right. It's been a very long time.

It's harder to tell with Champions. Allegedly Kindred was inspired by a community creation, as the other person said. But for champions, the community generally has a pretty bad sense of game design. This would mean that any champion design that came up on the forums is going to turn out very differently once the game designers and balance team get their hands on it.

Astronautalis was a community concept! :) Also Kindred's original concept was for a bounty hunter, sniper character, that would reach their full potential after killing everyone on the enemy team once. This idea was packed in, because we already had a bounty hunter, Rengar. We already had a sniper, Caitlyn. Yet Riot felt like the sniper archetype wasn't really fulfilled by Caitlyn, and the bounty hunter concept was revived in Jhin. The only part of Kindred that existed at this time was her passive, and I believe it was something they ice boxed. I don't know where the visual inspiration for Kindred came from, but seeing as she's being discussed I thought I'd share what I know :)
