So quick question

I just had a game. Our Thresh would literally run into the enemy team going "dance with me lolol" and let them kill him over and over again. So my question is, why are these players not banned from the game? It's obviously not a detection problem, because I reported him so rito didn't have to detect anything. They have my report, they have the game footage, and I'm just wondering how many games of intentionally feeding it takes to get punished? I believe it should be 1.
