It was really based on Girls' Generation, and possibly other similar bands. The Legacy skins returning is a change in the internal politics of Riot, so it'll probably happen in Korea as well. It is not all Legacy at the same time, but small periods for each one, like normal promotions. Hope this comment helped, gg;hf.
