There is nothing that Riot can do to improve lag if you live so far away. Also, even if you have high-speed internet, you are not guaranteed a lag-free experience playing on the NA servers.

You might need to adjust your firewall setting, your proxy setting, if applicable, or even your physical network setup. No amount of throughput will help if your latency is that high.
