Early surrender with no LP loss/gain

I'm sure this has been thrown around in the boards for discussion many a time, but I don't think it hurts to mention it again.

There should be an option to surrender a match if a player never connects with no LP loss or gain for either team. Also, for players who leave mid game (i.e. a 4v5) the LP loss should be reduced (half is fair?). Leaverbuster can take care of people who abuse the system (people who leave a loosing match to reduce their LP loss). I don't think this would be hard to implement, and it provides a good solution (nothing will be ever perfect) to disconnects/afks affecting peoples rank matches.

TL;DR Less LP loss if someone never connects or leaves mid-game.
