Athene's buffs? Ty RIot!
One of the few times I've completely agreed with a change. Thanks Riot! Thumbs up. Keep patches like 5.5 and 5.6 coming they're really helping this game. The slow and steady approach is a nice change of pace.

Yea except now that its base mana regen is maybe there should be some changes to

This buff doesn't do anything for mana regen when it's most important. By midgame you should either have blue, have a tear, your mana regen item. Or just be managing your mana. (In any combination this can make it so you never have to back because of mana.)
Mages need lower costs, larger pools, or higher mana regen. Because in those early levels, mana regen isn't low, it's non existent. Hell most mages without some kind of built in mana sustain will end up NEEDING to back on a full health bar.
You're not supposed to be able to spam at all points of the game... The more you invest into mana, the more you can spam. I'm not seeing how you can't manage to make it to chalice at 900, idol at 700 or tear at 720 without going OOM and having to back. Even catalyst at 1200 isn't much of a stretch in a hard lane. Those items give you enough regen. The only way they don't is if you not only cast on cooldown, but you also miss 90% of your skillshots so that you aren't forcing the opponent to back for health to let you refresh your mana.

Mana regen is most important late, for team fighting and pushing. The reason you say it's most important early is because there's such a lack of it early, but that is intended (Riot said they wanted mana regen to get better as the game goes on, rather than peaking in laning phase at a really inappropriate level for that point of the game).
Reduced gold price on Chalice is for early laning and the buff to Athene's is to make Chalice worth upgrading again because to be honest it hasn't been since season 5 started. And buffed Grail means you won't have need for Tear unless you were also building it in season 4, anyway. So it helps.

What are you complaining about again?
