Win lane and people tend to listen. If you go even or lose lane they won't. I try to go at least 2-0 in lane before I start asking favors from other players.
A lot of the time it doesn't matter what you do, people won't listen. The best case to get people to listen to your calls is to be doing very well.
I had a game where I was 8/1 coming out of lane, and not only did people listen, they actively asked for my advice on what objectives to go for, where we should focus attention, and how to utilize our resources. So I ended up with a full on C9 Hai micromanaging each person situation, which was pretty fun to be honest, but very rare to have happen. Usually people just tell you to piss off.
