Patch 4.20 Downloaded but NA is still down?

I recently tried to log onto League of Legends when I saw that NA was down, but at the same time, patch 4.20 was being downloaded. Can anyone please explain this to me?

Well they upgraded their shit so the que may be smaller. It's good that they let us download before servers are up.
