Weird colorful prisms that cover the shop items in my shop, tab menu, and when I spectate games?

It used to only happen occasionally, How it's everytime I play.

I get prisms that cover the items when I buy in game. It doesn't bother me much because it only happens in the recommended builds page. But its a pain when I have to sift through all of the items.

I also CAN'T spectate games at all. there's just this white triangle blocking half of the screen?

It also happens in chat. It covers the alat half of what I'm typing...

Is this my computer or the game? And should I reinstall or?... Thanks.
