Feeeeeeeeeeeeeeeeeeeeders in Rank Games!

Just watched a video about new runes etc for lol. All I want to know is when is riot going to start perma banning feeders. I report these feeders and see them still playing in rank games. Keeping people like me from climbing elo. How about we get a fix on this instead of new runes etc... I am pretty sure 85% of this gaming community is losing countless matches due to people throwing games by feeeeeding.
