Special Nickname Characters?

What is up with all the new names popping up? They all have really weird characters such as an "i" it will have a weird dot at the top of it and all kinds of other stuff this is a lot harder to explain than I thought, I probably should have screenshot the names I'll play some games and get a few to put here, but for some of you that might know what I am talking about, why are they all of a sudden EVERYWHERE?

Iirc Riot opened up special characters to summoner names a little while ago (previously you couldn't), allowing people to use letters like that in their names and clubs.
