Is it normal to get 18 lp if you have more wins than losses?
I've seen people get 25 lp per a win before how come I get 18 even though I have more wins than losses?

The system is clamping you. You're starting to hit about the proper ranking for you in ranked, so it's slowing down your LP gains to make sure that you earn your way up to higher rankings. Don't worry too much about it.
It can go down to 12 or 13 after a while. Just don't worry about it.
Gains are relative to your MMR compared to the ranking you're at. The people gaining 25+ have a much higher MMR than what is expected for their rank, compared to somebody only gaining 18.
