What are the required specs to be able to Live Stream League on max quality?

So I made a post a little while ago about a topic similar to this, but I wanted to ask what the required specifications were to be able to live stream League on Max quality at at least 60 FPS, and how much do you think it would cost. Thanks

Shoudn't be too bad- I can play at 60 FPS solid while recording with OBS at 60fps, 720p I use a dell optiplex 9020 computer (performance computer) 16gb ram
