Key Fragment Drop Rate Reset
I read that key fragments reset how often they drop every month. Is this the 1st of every month, or does it reset later in the month (aka when hextech crafting came out)?

The impression I get is that this doesn't happen now. It sure didn't reset at the start of the month - this much is certain.
