We Should be Able to Sell Items at Full Price Pre Jungle or at least Minions Spawning

There are a few times I buy Doran's ring as support or a Doran's item instead of machete or talisman because the champ is not a normal jungle. We should be able to sell the items for full price before the jungle camps spawn, or at least the minions spawn.
