why lb isnt balanced

I THINK (before I get downvoted to the Earth's core - this is my opinion and I understand I could be wrong) I THINK because she's supposed to be that flashy/trickster champion (kind of like Shaco, but different), Riot is trying to think of a way to 'nerf' her, while still keeping that flashy/trickster style and not making her a complete weakling damage wise. That's what I THINK.
