Hextech Crafting system Questions

So the past few days I have been wondering about the new Hextech Crafting System and I have a few Questions I hope I rioter sees and can answer.

#1 so with the new hextech crafting system we can get champions and skins so does that mean new champions and skins will instantly get a Cosmetic/champion shard or will there be a lot of time before they get them?

#2 What are the drop chances of those rare gems? because as I see with the Promotional Crates u can buy on the PBE u get 1 rare gem with the purchase of the bundle... my guess is maybe 10%? if a rioter knows and is able to share the information plz do..

#3 Do u guys plan on having yearly resets on the hextech crafting chests?
