I have always wanted URF to be a permanent game mode since its first release. It had a feel that no other game mode was able to bring. There were game modes where I only played one game just to see what it was like but after, just went straight back to solo Q. I don't see the problem with making URF permanent. From my experience, it really helps to deal with stress and tilt from ranked games. It's really hard for me to get mad during URF games and is overall a very positive experience. No other game mode has made me that happy to play and it's sucks that we only get to experience it for a week. Why can't URF just replace dominion or something?

U.R.F. can't be permanent, for multiple reasons:

Riot has proven that it doesn't which to spend resources keeping up so many permanent modes, as shown with the removal of Dominion. And U.R.F. especially would be hard to balance. The queue times of other modes would drastically increase, and the attention on ranked/comp. scene would go away, which is arguably(keyword) the most important part of LoL. It would ruin what makes U.R.F. special, which is how rare it is. If it was permanent, you wouldn't get that hype of waiting for it to come after 5+ champions have been released. You wouldn't get those incredibly hilarious U.R.F. tournaments with pro teams. U.R.F. gets boring after you have played all of the champions enough times. Trust me, you wouldn't feel the same about it after it would hypothetically be permanent for a month. At that point you would be almost sick of it.

tl;dr - There is such thing as too much of a good thing.
