Odd loss of control lag

So I've been having a strange sort of lag that I've never experienced before and was wondering if anyone else had experienced something similar/ had any suggestions as to how to potentially fix it. I appreciate any help and apologize for wasting anyone's time, I'm just kinda running out of options.

The issue I have been having is that several times every couple of minutes my actions (mouse clicks and abilities) simply don't register. My champion will simply continue moving to the previous mouse click until i regain control. This lag is different than either frame rate lag or ping lag that I have experienced before in that everything else seems unaffected. There is no rubber banding or framerate stutters, just this strange loss of control. Once i do regain control all the commands I input during the loss of control period activate.

I didn't have this problem when i first owned this laptop. I recently replaced the harddrive on my laptop with a solid state drive. I played a couple of games with the new harddrive before patch 6.7 and didn't notice this issue (although it is possible i simply missed it.) I have updated all drivers, checked for updates, lowered leagues graphics settings to lowest, and tried repairing league with its repair utility.
