Can someone explain this (laughing fish immune to deleted posts?)

I made a post saying "if you get 20upvotes on the forums sections 'player behavior & moderation', you win 20 bucks". and Riot deleted it with "Advertising for product sales, trading, reward programs, or gifting of any kind is explicitly against our Universal Rules". Keyword: "Reward programs".

But wtf? look at Laughing Fish's post on his 100k upvotes 'spectatular'. it has a reward program and his title has "come get your skins here" or something like that I think. is he immune to deleted posts? wtf riot
