I know, I know, half a year after they came out but after a while time becomes a blur and time becomes akin to an illusion. However, if there is an exact date/time frame that anyone could give, that would be much appreciated.

They might do but I don't think they will.
First time they made chromas available to buy with IP was the first bunch and because they didn't sell very well so riot did a test and let us buy the first batch with ip.
I did miss my chance to buy some bloom bard chromas and i would fancy buying chromas of arcade fortune.
Already got all the teemo ones because well i think you know why :P.
