Yes and no. In a game like like this that is very very unchallenging mechanically, knowledge is typically what separates players. Sure there are going to be huge mechanical differences between bronzies and high elo, but there is also going to be a huge difference in knowledge as well. It's just natural with a game that is more knowledge based than it is mechanical.
