It's been this patch. Not necessarily the patch itself, but the "your shop" arrived, and they added the ability to purchase champ shards for IP.

I got dragon knight Mordekaiser and got enough blue essence to finally get mastery 6&7. I had the mastery tokens and have been sitting on them, but was having shit luck with the chests.

I mean sure, game quality has tanked hard, queue times are retarded at all levels of play but yeah, it's now marginally easier to get random sparkly shit for free.
