3rd Party Ban Questions

I haven't been banned, but I've seen a lot of posts complaining about getting perma-banned for 3rd party programs/cheating. It specifically states that they will be repealed under no circumstances. But my question is, what's stopping them from making another account? And why are so many people being banned for (presumably) nothing?
