Can't spend your IP on anything? Quick suggeston

There are a lot of players saying they own champion and rune and have nothing to spend their IP on. I have a suggestion that I would personally love to see. Allow players to unlock a champion/runepage/rune for a random player. It can also apply to things such as skins and summoner icons. I would love making a stranger happy, and I think it might help in reducing the toxicity. Any thoughts?
