Start giving intentional feeders and trolls consequences

Why do people who rage have to suffer through bans and chat restrictions but that 0-20-0 troll they are telling to jump off a bridge get off scott free. Riot says they want to promote a less toxic environment but i think having an intentional feeder in your series game is enough to make a lot of people at least a bit mad. Even worse is when they aren't going to suffer any consequences at all for their wrong doings.
