Hard choice, and entirely personal preference. Nami is more of a setup support, she creates opportunities for her allies. Lulu, by contrast, is more reactionary; she reinforces and salvages opportunities for her allies.

That's actually a pretty difficult choice. I think I'd go Nami just because I really dislike lulu, and it provides sustain to your ADC. Lulu has shields and a temp health growth, but good Nami bubbles will win fights solo for you. Pair that with the ability to engage and disengage through ults, I just think she's better as a support built support, where lulu could go lane and be a support built like a mage and be a lot more useful since her utility abilities scale very well off of AP.
